Momo couldnt either, Zushina didnt even know someone was actually there it wasnt until Momo gave an order that he responded in any way

the elephant knew momo was there and who he was. thats why he specifically asked for momo to give an order that would allow the elephant to fight back. i thought it was pretty obvious that someone from momos ancestry had previously given an order to the elephant which prohibited him from fighting or something, so it makes sense the only one who can overrule such an order would be someone in that lineage

Once they know what to do, Luffy again defers to Momo because "I think your voice can reach it." Anyway, I think the text clearly indicates a strong possibility that the ability to command Zunisha is an ability that only belongs to Momosuke. My speculation is that this may mean he is one of the ancient weapons. Just as the princess of the Merfolk may inherit the ability, so may the prince of the Wano kingdom (this may be related to the eternal alliance between Zou and Wano). We also see the parallels with Shirahoshi in their weak/crying but "trying to be strong" personalities, and Luffy's somewhat rough treatment of them in order to make them shape up. Zunisha's role as the instrument of the ancient weapon may very well be why she/he has been punished. This also may explain why Doffy wanted so badly to capture Momo, as he may have inside knowledge that there's a possibility of him being the ancient weapon. I'm not saying it's right, just that it's an interesting possibility. in that case though wouldnt his father have been the current possessor of the ability since Momo wasnt born when he was on Zushina? plus Momo was given to Caesor for his giantification experiments, he would have been killed if he hadnt been so stalwart as to refuse candy, also i disagree with him being "weak but trying to be strong" he showed strength in Punk Hazard nearly escaping alone, the problem is the things hes facing is way beyond a 10 y/o kids ability to really process plus the ability to control all the sea kings is on another level then being able to control one elephant, the fact that it can be sealed (imo) is enough to discredit it as an ancient weapon that are supposed to be like world destroying level danger i really think Kinemon was definently just talking about the power to hear Zushina
His father may have been the previous possessor of this ability, however he is dead now.
Ceasar wouldn't have known about Momo, but someone like DD would possibly have knowledge about the ancient weapons.

Your last point is subjective and not really a good one. Not only is the elephant much larger than a seaking, but it can attack on land or on sea, whereas the seakings are confined to the ocean.

Also, what with the Pedro/Pekoms relationship ? Mangastream somewhat says brother, but is it family bonds or just an actual figure of speech. And why is Pedro "the only one able to keep Pekoms in line" ? Just a question of strength or is there more to it ?

well we dont actually know this for certain, though im certain ill get shit for this we do see them pop there heads above the ocean when the going merry accidently enters the calm belt so its possible there capable of breating air and having some mobility on land

I said not willing to follow his command, and thus ignoring Luffy. He was asking to be commanded so its possible he could hear Luffy and knew he was listening, but was not adressing him. Anyway, it still looks like he was not listening at all.

The Vivi/Reverie stuff is probably just going to be a teaser at this point. Probably will have to wait till the end of the 'Rescue Sanji' mission to see that develop more. Oda is a master of torture.
