Okay, re who and why zunisha/zou was able to be controlled, i think the first question should be where are you reading the translated manga from?
I read the chapter off of mangaeden and in that he was always called zunisha not zou (for that translation).
Second, in that translation zunisha through momo explain that zunisha commited a crime and punished to walk for all eternity. And that he will only be able to act at the behest of an order.
Then zunisha follows with the words, that is why you must give me permission just this once.
On page 15 zunisha specifically says command me, allow me to fight.
On the same page since luffy can only hear zunisha and not command, he clearly states, momo you say it.
I think your voice will reach it.
And next page momo commands zunisha and zunisha replies with the title of the chapter "understood"
How is that confusing as to who commanded zunisha?
If we are to get info from that story, then it means zunisha was specifically punished by the head of the clan that made poneglyphs which is momo's bloodline.
Why was momos dad unable to have a dialogue with zunisha? Well, i think zunisha explained it. He must only respond to orders but in the case with jack, on page 11 zunisha opened with " if you are out there, please command me" so zunisha has not yet heard anyone from momos bloodline speak so he had to reach out for an order. Momos dad could also have not been speaking "loud enough" whatever that means for now.
So its an acknowledgement of momos positioN as the true leader to wano given that his dad is dead right?
But i dont think zunisha is an ancient weapon but maybe an ancient beast which is ehy they could speak the same language since zunisha is very old.
Edit 1. The only way i can see momos ability being the equivalent to shirahoshi is if we have more creatures of zunishas scale roaming the world that can be collected and commanded together like the sea kings.
If that were the case then the last ancient weapon should be control over the sky thru giant beast as well? Since you would have deep water and land, you would need 1 more to control the skies. That is the thought i got if momos ability is shirahoshi like and is also an ancient weapon.

On this forum thread page 1237 post #24724, Forik, you posted that Luffy could have given the order too. So it was to my understanding that this was made an issue. Or is it more of words used and it was not your intention to actualyl suggest Luffy made the order then and there?
If it's more to do with your intention to only show that Luffy needs to still develop his communication skills when it comes to the voice of all things, then close the book on that one then because that is how I understood your post, and from my reading of the thread, LaughingTulkas also interpreted your post to mean the same.

saying that Luffy could have concievably also given an order (either now or later when his ability is more developed) is not the same as saying that he did give the order

that elephant is probably 10 times bigger than any sea king existing.
Also, i'm pretty sure Luffy can talk to the elephant just as Momo can, the Elephant might have history with momo's ancestors and only accept Momos commands.

Not at all. Zunisha is in the middle of nowhere, whereas Sanjuan Wolf is right next to an island where the water is shallow. Besides we know that Sanjuan wolf swims from place to place.

The sea kings could hear Luffy (and Roger). They just don't obey them.

SanJuan Wolf could be floating, its not even weird.
But the elephant has only its legs sunk, that makes it absurd and weird.
Its clearly unclear if Zunisha was not hearing Luffy or if he was merely not willing to follow his command. Imo, it looks like he was not listening at all, but its unclear.

Eh, the Japanese is pretty clear that communication with the elephant wasn't possible, not that it was an active choice. The only way you could interpret it as the elephant wasn't listening is that it's related to its punishment and was only allowed to respond to Momo or something along those lines.
