Probably because the amount of people in the world where guns have little to no effect represent like 1% of the world population. The story is focused around characters who guns mean nothing for the most part but they still have their uses in the grand scheme of things. Plus they still seem to have their use among the higher level. Blackbeard's crew has a sniper and remember how Benn Beckman stopped Kizaru from blowing up Law's sub during the war? He did that while he was pointing a gun at him. I am sure there is specialized ammunition out there that can be effective. | ||

And we have no idea what makes Ben Beckman special. Maybe he enhances his gun somehow because otherwise Kizaru would just use observation haki and move his head a little bit. | ||

Marines don't just deal with the super strong pirates, New world marines maybe should never been seen with guns. But back in East Blue guns would be pretty effective to deal with smaller gangs. Just because like 10% of the population negates them doesn't mean you shouldn't have them at all to deal with the other 90%. | ||

Agreed, not all marines have devil fruits or have haki or some sort of natural power/skill either. But yet they still want to be marines and therefore they get guns. | ||

And you'd need to fire it from a really powerful gun to not give the enemy time to react. | ||

All the fights have been concluded except Luffy vs DD. To give everyone else something to do there is birdcage which gives Zoro, rest of the pirates are just running around and Marines are probably evacuating people. It sense from a manga perspective for it just to be Luffy 1v1, but if everyone really wanted DD dead they would help especially Sabo who is uninjured and very strong. Maybe Sabo will do something by stopping Trebol when he reappears, but I could also see Trebol just getting a quick epilogue scene to explain what he is. | ||
