On a positive note I think it said will be a double issue the week after next. So I'm assuming that is going to be the end of the fight. It's been what? Two years? Will this arc come to an end now?
double issue never means double chapter. it's just that 1st may is approaching and the magazine will be on a 1 week break for the golden week, and double issue mean 1 publication for 2 weeks, but same number of pages

In the last panel he is holding his arm in front of him, similar to Gear 3 where he would blow air into his thumb, he seems to be about to blow air into his wrist?
Everyone seems to be guessing Gear 4 is a combination of Gear 2 and Gear 3, where he becomes fast and strong. I'm going to guess something along the lines - compressed air, that is, gear 3 but compressed so his body size stays same. The compressed air will have explosive power and explosive speed and if luffy is able to use the air to control the way his body stretches (as in, his arms dont expand in diameter, but only in length) his arms will have tremendous striking force. The strain on his body would be enormous though, with the air pushing aside his flesh, internal organs and blood vessels.
That's one reason he might be blowing air into his wrist - blowing air into a small hole in his thumb might not be sufficient

what if he supercharges his brain and unlocks the full potential? his brain is rubber so no matter how much electricity is in it it wont get damaged at all so he can safely use more then 10% /s

I think it'll be something along the lines of elastic collisions in physics: Elastic collision
So all kinetic energy he receives in the form of attacks will just be conserved in his body, radiating back out at will.

Gear 4th was introduced in chapter 783.
Btw: Luffy already mixed 2nd and 3rd against Moria.

This is a long shot but what if he took air out of his body, like the opposite of gear 3, so that his arms become like a blade? His whip moves would cut and he could try to break the cage that way.

Hyped for gear four and I hope it's a completely crazy new use of Luffy's DF. Crocodile was the first villain who claimed mastery of his DF, but all his abilities made sense. Sand storms, sand projectiles, sand cuts, etc. They were just really good moves that used his DF only his ability to drain moisture on touch was odd given water was his weakness. Donflamingo on the other hand controls people's movements, uses clouds to fly around like Spider Man, creates clones and makes a seemingly indestructible string cage. I can't guess what a crazy use of a rubber power would be because I doubt anyone would have guessed all of DD's abilities especially the cloud and clone one.

G2: Blood. G3: Bones. G4: Muscles.
Fans think he's going to compress his muscles and pack a serious punch. Like an impact dial or I guess even as a homage to Bellamy. Gomu gomu no Jumpaaaaaa!

that could work because the bellamy part was rather odd/unnecessary for the plot but it will make sense later if luffy's 4th gear worked out like that
