Regarding the villain, I though design was really cool too but it didn't feel quincy at all. He felt very hollow rather then quincy so didn't make much sense to me.

Once again an amazingly vacant chapter.
There happened what? + Show Spoiler +
-Rukia didn't beat the fearguy with that attack.
-She made a little mistake with her technique.
-The fear guy has a technique that spreads fear by having eye contact once.
-Byakuya is shown at the end. He is either in Rukia's mind or arrived in person, I'm not sure and I don't feel like going back to check.
Considering that the last point only got 1 page to itself that means that the other 3 points where spread across 15 pages, or 5 pages per one of the points I mentioned.
This is one of the things about Kubo I like. Sometimes chapters just don't have much dialogue.
