Wasn't that the whole premise of the Soul Society arc? Rukia's actions of giving her powers to another resulted in her receiving the death penalty, so Ichigo went to save her. So uhh yeah, I think they have a law against that.
I agree though, I would like to know whats up with Nel, I found her to be an interesting character. Too bad she has been tossed to the side never to be seen again.
