In japanese folklore shinigami are like angels in that there are more than just that single one. Also masks have a root in tradition of japan, though I don't know the exact details about that.
But anyway, I think it could very well be that there are multiple shinigami and that some of the other masks on that wall would have summoned those other shinigami which wouldn't have the souls of the 4 kage sealed inside them. And probably the masks that don't summon shinigami have certain other effects.
Also I assume that you need to activate any masks with your chakra, like other hand-seal-less techniques. Assuming just putting a mask on and it starts working is a bit of a stretch for anything related to ninjas, least to me.

It's very sad that we know absolutely nothing about the Uzumaki clan and its secrets as of yet, for which I totally blame Kishi. That stuff shouldn't be interspersed with the 'final' climatic battle.
Also, wasn't Sasuke close to the battlesite when he fought Kabuto? How come he just leisurely walked all the f***ing way back to Konoha with his buddies in the time this Juubi battle took place? Am I the only one that's bothered by the logistics of this, I mean, wasn't the battle at least partially in a desert/steppe landscape and supposedly somewhere in no man's land??
