Well it's only just a hunch really,but I always thought that the point of naruto wanting to be hokage so bad was just a crutch because he was never really accepted by the villagers.He's grown a lot since than,I mean at a point I think he will realize that hokage was never really his true goal just something he wanted to do to be acknowledged by everyone.Since the pain arch he already kinda accomplished that.

the council of elders wanted Jiraiya to be Hokage the Hokage doesnt actually do most of that the administration work its the council of elders who handle most of the day to day bussiness
the Hokage really jsut needs to be extremely strong any administration ability beyond taht is a bonus
i mean really i cant imagine the Raikage being good at administration

The job behind Kage title will vanish, the shinobi world will collapse after the war in a certain way. I don't see any village try to do something against each other with Naruto's power to sens any negative emotions.

I would draw comparisons between American Indians and Shinobi but consumerist society is also very apparent in these places. I think the fire lord makes the final decision on who to put forward as the new hokage and then the council of jounin have to approve it.

It could also be that they don't fully consider Obito and Madara a threat. Sasuke and Oro conceivably want the Kages dead and wouldn't care if both sides died out in the Great War. Likely, they feel that whoever comes out on top they have the upper hand and could beat them. That would explain why they are not participating as of yet.

My guess is that Tsukuyomi is a pipe dream and Oro has researched it and knows it. Even with all Obito's elaborate plans and ten-tail etc, his jutsu is purely theoretical. It's not like he could have ever tried performing the jutsu before. So basically he has been working his whole life, doing all this stuff, to try to cast a spell that will probably not work. And that's why Oro is just lulzing all the way.

Saying it wont work is purely theoretical too, too much of a gamble to just think it wont work anyway when nobody really knows the power that comes with becoming the Juubi jinchuuriki imo.
