The 5 villages are within their respective countries and ruled by the village leader, a Kage. The 5 main countries are Fire (Hokage), Wind (Kazekage) , Lightning (Raikage) , Earth (Tsuchikage), and Water (Mizukage). They house a large number of ninjas as well as the ninja academy, and are paid by the country that controls them. The villages uses ninja as their military force to do missions to create revenue for their respective countries. It's kind of their form of commerce - other countries, villages, and people without any aid will often pay for the services of a country's ninja to do work for them. As for the resurrection jutsu, Naruto was able to perfect the Rasen Shuriken so I don't see how Kabuto couldn't improve the resurrection jutsu in the same amount of time. It's retarded to me that they brought back so many characters and it supposedly "has no drawback" but to me it just means a lot of epic fights so I can hardly complain. *shrugs* | ||

Orochi's armies didn't make a lot of sense. He had no economic means. | ||
