Honestly, it's coming off as a bit lame The third and fourth can't be revived - they've been sealed. Everyone else is fair game though. Didn't Orochimaru try to revive the fourth against the third? i don't think it was ever proven that it was the fourth he was trying to revive. From what I remember the third just said got to prevent the third casket from opening/being revived. And orochimaru never mentioned it was suppose to be the fourth. Also don't think orochimaru can be revived because his soul is already in kabuto.
Since when does Kishimoto care about plot continuity? Anyone is fair game to be revived at this point, with this plot, and this author.
That said, seeing Zabuza was cool. He was my favorite villain back when I used to love this show. Also, with all these dead characters getting revived, hopefully we can at least get some good fights out of this.

Let me explain... the two men are identical twins. you need to read this: http://naruto.wikia.com/wiki/Hizashi#Death_and_Legacy and this http://naruto.wikia.com/wiki/Hiashi_Hyūga#Background - this was covered in the Chuunin Exams Arc. They were identical twins. Hinata's dad (Hiashi) came out of the womb before Hizashi; thus, Hiashi was the older brother and would become the next head of the Hyuuga clan. He went on killing an ambassador of Kumogakure that tried to kidnap Hinata to learn about the powers of the Byakugan. Kumogakure wanted Hiashi's head but to settle the death of their ambassador, but they just wanted to know more about the Byakugan. Hizashi offered himself to protect the Hyuga family and the head of the family (Hiashi) because he knew that when he died, the seal put on him (and any hyuga not in the head family) would seal away the byakugan at his death. Now... Hiashi has not died... thus he can't be resurrected. Hope it makes sense now.

IMHO this is ridiculous. Basically, the bad guys revived every single dead character in this manga (except the 3rd & 4th)... this is just crazy to me. I liked this when it was about Naruto and Sasuke, and their constant battles, and this arc just seems insanely ridiculous.
Having said that, at least the pace is picking up, so I hope some good action happens soon!

Neji gonna fight his dad, Shikamaru and co is obviously gonna fight their former Sensei. Sakura vs Chino. And the rest is hard to predict maybe Naruto vs Ice dude.

The problem with reviving characters like Zabuza and Haku is that they were already defeated in the beginning of the story before all the characters became like uber powerful. Would it really be convincing for ANY significant character at this point to have any trouble at all against them?

my head hurts after reading the 515. naruto...really?? seriously???all dead characters?? REALLY?
i am glad we will see some serious actions in the future chapters but the revived of these people are kinda painful to watch...all the touching plots behind these characters will be ruined.

Zabuza was on par with Kakashi *back then*... Kakashi has improved insanely since then (as well as all the other living characters), so it's hard for me to see how this could be even remotely close, based upon "normal" logic. Of course, this is Kishimoto. He lives for plot holes.

Haku's ability is freaking imba against anybody who doesn't have 9-tail-level chakra. He could take any non-jinchuuriki in a 1v1 simply because of the virtual indestructability of the mirrors.

Zabuza was fighting on par with kakashi. He's not on Kakuzu's level, but he's certainly above
Kimimaro and probably half of the body guards at the Kage meeting.
As for whoever said there was a problem with reviving hosts without the tailed beasts... i remind you that Madra has all of the tailed beasts.
Revive no jutsu is dumb when you aren't reviving godlike figures. Asuma is the one you should be questioning. That fool lost to Hidan.

I don't think Asuma should be taken lightly. Not only does having to fight a former comrade have an emotional impact for people to fight him but also Asuma lost because he faced Hidan straight on with absolutely no information about him at all. Shikamaru beat him knowing literally every single thing about Hidan.

Kakashi got new eye powers, but in terms of strength, speed, and jutsu, he isn't much different from when he fought Zabuza. I'm not saying that Zabuza=Kakashi, or that he would be able to fight on par with him now, but even back then Kakashi/Zabuza were considered insanely powerful.

Okay maybe my tone was off when I wrote "Why wouldn't he summon the Jinchurikis." Probably gave the wrong impression. I know they're going to be weaker without their tailed beast but they aren't normal ninjas at best like you said. I don't know the exact intention for why the writer brought them all back. For all I know it could be because he just wanted to fill in character space. But in my opinion even so these guys aren't your everyday run of your mill ninjas. They were chosen for their abilities in being able to in the future control their tailed beast. Its not surprising how both Gaara and the eight tail had birth status(in relation to kages). Gaara was strong without the help from the 1 tail. Even when the 1 tail got extracted he is still the Kazekage. When you call them at best average ninjas that like trying to say that the average ninja could control a tail beast. And what are you talking about kid naruto being weak. Kid Naruto was strong with all his hacking kage bunshins and rasengan.This show is all about how strong Naruto is.
