It seems that way. He makes enough money to basically be one. Although why would he willingly want to awaken a weapon that could take down the entire empire that he's part of?

Iirc there was a bubble-less speech where Wangnan or Koon said that next time they'd pay extra to cancel the cooldown? After Wangnan complaigned that it took so long so summon Quaetro Blitz.
