I'd honestly go with removing the IAS. Make it a straight up gold farming item and nothing else.

It's really no different than their ET approach, just a different hero combination. Damage Amp with a Slow. Slow works almost as well as a Stun. Also, the Grimstroke let's OG setup these combos.
