Its a quirk with CD refresh items. More prominently known with Tinker because of how impractical gettin Refresher+2xNecro is.

the difference is that his abilities allow him to do a LOT of damage early in the game, compared to other carries. and he can buff his allies' damage as well.
again, chalk it up to the difference in level, but like another poster suggested, it seems like it requires a lot of lockdown and picking specific heroes to counter his mobility.

The thing is, the first 15 minutes are basically farm time for Lycan. Any fight during that time that doesn't go insanely well is ultimately a net loss for Lycan's development (e.g. if you only got 1-2 assists and no towers from a fight, but used your mana on Howl and Ult so you have to go home, you've actually slowed down your tempo). So for the most part, unless Lycan's team was ALREADY winning 4v5 on the lanes, Lycan more or less farms until he takes Rosh. Trying to enter fights prior to that time CAN go well but it's typically a risk for his overall tempo.
Bear in mind that low level play is often characterized by longer laning phases, and less decisive action in the midgame due to players having a weaker understanding of the pace of the game, so 15 minutes goes by much faster.

so i guess we can consider him a tempo-based hero. i need more experience before i start making blanket statements, for sure. but right now he feels very strong in the multitude of situations i've seen him in.
EDIT: my understanding of the game's pace is muuuuch better now..but i feel as though my allies are in a different world (not listening when we have the opportunity to secure rosh, take a tower, press an advantage, etc). so i totally see what you mean by your edit.
EDIT EDIT: i think im seeing what you mean by your statements. he doesnt want to necessarily game like a hero such as bristle or slardar. i am thinking in terms of weaver, spectre, or medusa where they want to sit and farm (potentially) much longer. i know there's a "hard"-ness spectrum when it comes to carries, but i'm learning to draft properly, so this is valuable.

Is there some trick to stacking the radiant large camp nearest the river? (the one in cluster of 3 camps near lane). Last game I tried pulling from times ranging from :52 to :54, and even looked at replay, there were no wards there and the creeps were well out of the camp yet it would not stack. Does it just have some massive detection hit box for stacking? Is there any trick to it? Could not stack it for the life of me.
Edit: From bot game testing, :54 to :55 seems to work most of the time, but after gets a bit harder after a few stacks are already there

The radiant large camp near the runespot stacks at :52 as usual for me. It's much easier to pull to the left, down the alley that leads behind the T2.
The spawn box goes a long way down so I find it hard to pull straight towards the lane. If you've got a big stack already there it might get a lot harder; I don't think I've ever had reason to stack it past 3.
The only camps (to my knowledge) that don't stack at :51-3 are the two mediums which used to be smalls. They both stack around :55 now.

I believe tinker's ulti doesn't refresh necro anymore exactly because of this reason. Same with manta although there you only needed one for infinite illusions)
edit: It does refresh manta, but the old illusions disappear.

You can't do it anywhere besides lobby with cheats, refreshers don't refresh other refreshers.
