When War3 customs were in their heyday, making War3 customs was appealing compared to the alternatives and made it easier to distribute your game since Steam wasn't such a good platform for launching indie games yet. That said, Dota 2 still has the advantage that the game itself comes with a lot of high-quality art and sound assets built into it. Developing a full game from scratch would require a developer to acquire these assets somehow, so someone either has to have the art skills themselves, pay money for them, or get comparatively shitty work from free repositories. If the editor is sufficiently easy to use while still being powerful, we might still get decent maps from people for whom the barrier of entry to real game development is too high. Game development is a lot more than coding, and people who are good at coding often tend to not be good at any of the other stuff.
