There's pretty much no reason you shouldn't get blink on TA by 9-12 minutes like every game with ancient stacks even if your laning wasn't that great. 16-17 minute blink is not even excusable

It takes more effort to take the stack. Stacking it is the easy part since it's like a 5 second detour on your way to the rune anyway.
