That only has the weekly updates and not the bug fix patches between the weekly patches and only well after the patch is out. So no comment on your No comment.

valve has a bad habit of not releasing notes for the small patches throughout the week

cyborgmatt tends to do big blog posts for the major patches while tweeting the details of smaller patches.

We have seen teams even lane him in short lane to make sure he is really hard to be ganked. QE invoker doesnt need mobility, you treat him like a very powerful semi carry that needs ton of farm and protection to get the damage output out. Split push lane with forge spirit guarding vision and take rosh when could. Once you get in hairy situation ghost walk/forcestaff/dagger out. Once you get forcestaff dagger, phase drum are huge waste. You probably will end up cancel the phase effect always into late game due to constantly spaming out new spells etc.
TLDR: QE invoker has a VERY different role from QW and people are playing him wrong.
p/s: this is why you dont play QE in pub: lack of mobility and require coordination disables to sunstrike get kill early game. The lack of understanding of positions in teamfight, timing in pub also hurt QE alot.
Sum up build: Tread, eul/medalion(if team has better medalion carrier get eul), dagger/forcestaff(optional), BKB, MKB/Deso/agh(deso for more split push, MKB for teamfight and kill, dont get agh if enemy has BKB).
I also play QE exclusively, but I build differently than this. Wand/bracers to start, then I do prefer phase boots over treads. Force staff and aghs, which first depends on farm. Follow it up with crystallis and maelstrom. I also always get a point of wex at lvl 6, for escape and shockwave/meteor.
