Although on walking away and thinking for a minute, the Shadow Blade nerf probably had a lot to do with it as well. No longer can Alchemist or Dragon Knight pop out of nowhere and pop a helpless Slithice.
One thing's unquestionable. It's definitely something that changed between now and TI3. People tried running Naga mid in TI3 and got stomped. Maybe it was the changes to offlane that did it, by giving each team a second strong space-creator to work with instead of having to make do with their mid and whatever their offlane could accomplish with nothing but brown boots.

the fact that it lets the morphling be self sufficient in lane despite going midas first is worth it in of itself in that situation. Compare that morph with say TC morph, who also midas rushes but becomes unable to actually even stay in lane by himself

I don't understand how Phase Boots lets anyone sustain lane presence. Only old Tranqs did that.
Best they do is give you harass damage. But any competent laner has higher range and sufficient damage to make that worthless. So it's an item to shut your opponent down and nothing else.

Theoretically it lets you harass doom in lane. But you probably could with treads just fine, have better mana efficiency, better DPS in later game...
