I think it was like that in dota 1, which is why now you don't get slowed with haste, since it's a constant 522 but in dota 1 you could.

The are a lot of misconceptions about the runes, many people don;t know regen rune regens health by 3000 and mana by 2000 over 30 seconds, it's actually not that much mana for ,say, storm

No, you can still slow lycan in shapeshift or surge, they give you like 100000% Movement speed, with enough slows you can slow them

Well, it's far more unreasonable to slow a Lycan I guess. I was probally thinking off the tooltip:
"This gives him and his units the ability to move at a constant maximum speed and not be slowed."
But they are not really trust worthy

That'd still make it impossible to slow them. Slows stack additive with movespeed increases so +1000 -slows is still going to be a number large enough for you to hit 522 (+100 guarantees 522). The skills work like this because of the wc3 engine and achieve what the tooltip says despite it not technically working like that. You can't slow a shapeshifted lycan below 522 unless you set up the game perfectly just to do it.

Actually the shapeshifted lycan has that and a base MS of 522.

Lycan is practically unslowable by % slows, however purge, which is a slow by a factor of X, will slow you no matter how fast you go,as it is calculated after all the % buffs
