Who gets the Axe, and why?
(since we need Axe for the glorious in game decapitation, he cannot be removed. sorry, my hypo my rules) Maybe he adds zergs and marines as well maybe add in some smite or other stuff.

I would make OD start with zero armor tbh.

OD was already like top 3 solo laners in the game before that change, the change did nothing other than make his 1v1 unnecessarily oppressive. It affected his overall strength quite minimally but just made a specific aspect of the hero a lot more painful to deal with.

or revert his MS back to 300 no reason for that hero to be moving at 315 at level 1

That one had a larger impact on his overall gameplay, though. It's far more likely to push the hero out of being played than reverting the Astral buff, because base MS impacts how you play the entire game.

Does OD need a nerf?
Before stepping in, his win rate is far from impressive and pros have all said in one way or another that OD can be dealt with.

The worst part about OD is that the better he does, not more stagnant the lane becomes. He is like silencer, but way more effective at preventing people from using spells.

Nerf, nah. Change to make it so the other side can respond or at least do something, yes. Counter play is important and right now all you can do is chill out and wait for the int loss to wear off.

I think after Razor was discovered as a laning counter to OD, he's kind of fine now. Razor, Kunkka and Lone Druid (also different standard mid + tree) are all capable of beating him and by far his biggest strength is winning his lane really really hard. If you can beat him in lane (and don't have to invest 2 heros to do it), the hero is pretty damn bad.

Sometimes broken doesnt mean overpowered, it means some aspect of the hero does not fit with the rest of the game and the way it is intended to be played.
This current version of OD takes passivity and lane control to a stupid level.

OD wasn't worse than TA before they nerfed refraction and fixed the spill on her psi blades.

Normally I'm ok with heroes being lopsided by design, but OD's sort of lopsided in a way that makes him really boring to watch or play against.
You could honestly re-buff another aspect of the hero and leave him the same or stronger on the whole but shift him away from this specific aspect. Again, the Astral buff made a hero that was already top 3 1v1 heroes in the game a LOT stronger at 1v1 while having a pretty small impact on his overall power level.

TA on the whole was a far more interesting hero to play against (and definitely a much more interesting hero to watch). Even when she was abusively strong, she was a very skill-intensive hero that made watching an exceptional player play hero an enjoyable experience (e.g. 430's TA at TI2).

That's still a nerf, regardless of how slight it maybe. You can switch it up so he doesn't lose any power or ability to dominate the lane. Its just making sure that the other side does just at in astural prison and then wait some more. And then, try to be aggressive, get locked down and wait and wait and wait. There is a middle ground in there.

Before stepping in, his win rate is far from impressive and pros have all said in one way or another that OD can be dealt with. Because he's annoying

I would personally just increase the mana cost of Astral, not too extreme but significant.

Od is just a hero whos on the knife's edge
He's either abusive and annoying or too weak in certain ways to put up a real fight
