No, but I don't see why they would have to. You are also ignoring all those ads you see placed all over the stream overlay and in the transition screens, they are more important than how much Twitch pays. Valve also takes a cut from those sales. Either way, it's a premium service, not something that should give exactly the same amount of money to the organizer. People assign vastly diferent values to how much $4 is worth for them. For a lot of people watching ingame is just more convenient and $4 is an absurdly low amount of money in the big scheme of things.
