To not get hard games like the one I described, I have discovered that Armlet first then Rad/Refresher is the best.
Armlet is just too good on Spectre in a losing game. It's easier to toggle on her than other heroes since you take less damage from everything.
Also if you've been Armlet toggling for a long time in a fight, the enemies will be discouraged to chase you since you are dispersing damage that adds up overtime.

Also I always try to have Treads over Phase, and get Phase only when necessary
