the cost and what it does for you. also the build up never makes sense. do you get it before mek? bad. before forcestaff? bad. if you're waiting until after mek or forcestaff, how effective is it going to be? at this stage you could have been ultimate orb + 1000g towards your sheep or 800g from your BKB (when needed).
it's not very cost effective, the 'use' effect is mediocre, doesn't really address any EHP or genuine survivability concerns (it's not just HP OD lacks for surviving, but armor, movement) and lacks appropriate timing imo.

Ok, that makes sense. Why is it bad on Silencer though? Same after Mek/Forcestaff + before Sheepstick timing?

Meka+Force on OD is an outdated sub-optimal build. Dagger into Hex/Shiva/BKB is what should be done.

Edit: also, what does blink give OD?

Go to the watch tab in game, go to recent games, then filter by your user name and by either normal, high or very high. Edit: also, what does blink give OD? Blink lets you initiate, and allows you to escape using Astral->Blink the same way Puck uses Phase Shift->Blink.

He tried to forcestaff hex the Lifestealer at night time and still failed to do it. 0 ping helps too I guess. Early on you can initiate with ~1.5k range Astrals. If you're getting focused you can just Astral yourself for 4 seconds and Dagger out just like Pucks does.

This is the main reason why Atos is awkward for OD.
Attack speed and armor options are sparse for OD, while Intelligence/HP options quite frankly aren't. When you're buying Atos, you have to realize that it's competing with the other utility HP/Intel items (Mek and Force being the stand-out ones) and it brings a lot less to the table than those items do. And after you have those, you have to consider things that give you attack speed and armor, while also keeping room for BKB.
It's really sort of the same thing for Silencer played as a core hero. For a support silencer, you won't realistically fit it into your budget.

Midas is suprisingly good on Silencer because of the Attack speed component even not taking into account the gold and exp. Treads+Midas and you start hitting fast(and hard)

Shouldn't be able to because pause is supposed to cancel unit orders, but I don't remember if it's bugged in DotA 2 like everything else related to pause.

Imho the main problem is that it is just 25 int, a stat is in itself is not useful to anybody, 325 hp which are locked into a dead end item(vanguard problem) and an active ability that is the softest of soft disables.
Other items have smoother build up, give a wider variety of boni and vastly more useful active/passive abilities.

The stat combination in those values is actually useful for certain heroes. In particular for spell DPS heroes that can use the active to improve their chasing power/create space to cast more spells. Skywrath, Zeus, and Oracle when they add him to DotA 2 can all situationally make use of this kind of item (though Oracle's long attack range and low BAT actually make him a really good lategame semicarry, so even he might prefer +all stats over the HP+Mana combination).

Icefraud should make an item combined from euls+atos+recipe, it would be the equivalent to abyssal for int heroes.
It would give you a targetable aoe of 800 with 3 tornadoes inside, lifting units up in the air for 2.75 seconds each but like kunkka's torrent they would be hittable midair.
But if you rightclicked the item on your inventory it would swap modes, this other mode would enable you to slow down 4 guys, you have to manually click on your targets, the closer they are together the slower they get. Duration of 3seconds.
The combo would require 1100mp total to pull off.

I highly disagree with skywrath. He may generally need what atos offers him, but he needs other stats and effects much more immediately.
Enemies that you can silence/slow you can easily blow up provided you have enough mana. But the enemies you can't catch with slow/silence will still elude you with Rod of Atos. The enemies will most likely either gang you with several people and proceed to buy bkbs. Atos helps with neither.
