This really doesn't seem like that strict of a sense too me; it's just saying "items whose stated purpose is to increase the damage output of your abilities." Veil/Eth blade is more of a debuff than something that modifies your abilities itself, Agha is an item with varied effects, and skywrath mage is more of a hero-specific thing than an item thing. There's nothing close in dota to what AP is in lol in my opinion.
Really, I think that statement isn't bad at all, because it seems to me that hes basically saying "dota doesn't have anything like AP at all" instead of the literal meaning. Interpreting it as him not knowing about the existence of eth blade, etc, seems like a stretch (though maybe elsewhere in the article he displays other lack of knowledge that makes you think he doesn't know about eth blade, i haven't read it.)

how might crafting work if it came to dota? i didnt play that tft game or whatever it was

crafting in tf2 was a way to turn huge amounts of common crap items into one item that you kind of liked. I didnt do it too much but how it worked in tf2 was you could turn like 12-15 or something commons into one item that you actually wanted.

Basically in Team Fortress 2, you can smelt(?) items to get different metals (depending what item quality you smelted) and combine metals to make different items. You can also combine items to make a better/different item from those.
Crafting is sometimes random too.

Should point out that not everything can be obtained through crafting. If you do want to craft a hat specifically it takes more than just doing it randomly.
All in all, not a bad system.

It's a pretty cool system. I can't wait to do away with all the useless axe/omni/np/lancer items that no one wants.
I'm wondering if you could create strange modifiers. That would be really cool.

While there isn't strictly AP scaling in DotA, the same effect can be achieved from veil, dagon, eblade etc, not to mention refresher which essentially doubles your magical damage output. Combine this and the relative higher base damage of DotA skills and magical damage (should u build pure dmg glass cannons with high farm allocation as you would in lol) is equivalent or actually more than the damage in LoL.
The lack of "equivalent AP scaling" isn't what's preventing AP scaling, its the fact that 1) BKBs exist, and 2) spells have casting times and animations that make it stupid to build pure glasscannon magic output lategame
For example, compare a zeus with Refresher + Veil with any lol champ and you'll find that he does more AOE dmg than any LoL champ with equivalent items, or Eblade Dagon Lion for a single target comparison
