I don't know about the ms but the charge is not worth upgrading back for. If possible and needed another set of drums for on any other hero might be usefull. For Diffusal, if its on any other hero then PL or Siren, upgrade it when the charges run out. Even on Siren its often better to wait the charges out.
On PL a case can be made for upgrading it instantly, however often you will need to secure a form of hp first. Be it drums, vit booster etc. The manaburn increase 20>36 is certainly not insignificant if you have that many illusions. I believe ZSMJ back in the day upgraded as quickly as gold and hp allowed him too.
and yes, you can't refresh Diffusal Blade level 2, you have to buy a new one if you really want the charges.
The ideal scenario from Janggo is to never have anyone re-buy the recipe for already completed Janggo. It's more cost-effective for other players to turn bracers into more Janggos, because that gives them stats in addition to the active, whereas re-buying the recipe only refreshes the active. Given that your supports are more or less going to have Bracers anyway, they can turn their Bracers into Janggos as higher position heroes run out of charges.
Of course, pub supports often can't be relied on to buy the most practical items, so sometimes you have to re-buy the recipe in pubs because having cost-ineffective charges is better than having no charges.
Drums is 750 for 4 charges giving aoe 10% MS/IAS, almost universally considered a total waste of gold, its better to just use them sparingly and only in emergencies and close chases.
Diffusal 2.0 is 850 for 8 charges of a very powerful slow/purge, which is often a key component of a heroes combo (riki, sometimes pl) as well as 4 int and agi, usually considered a good buy because of the strength of the slow and the stats are a nice bonus.

I don't see how that dotabro thing will be better than matchmaking. The point of leagues like c9dl is to play a fenced off environment without 5 players. The point of scrims is to pick who you scrim against. Ladder is left for everything else, not sure who would ever want to play dotabro (unless they actually do pay out decent prizes consistently).

I don't know about that. I think you should use it whenever you see the opportunity. Most chases/Teamfights see no reason not to use the charge. Supports often rely on really tight positioning to stay alive and still achieve much in the teamfight so that extra bit of positioning advantage can't hurt.

Errr...well. There´s always two answers to this. The nice and the naughty one. -In any group people of differing opinion meet resistance which discourages them to post again. That´s the naughty one. -People that put effort into the game come to similar conclusion because those conclusions hold true. That´s the nice one. Pick according to your level of jadedness
Other topic: I am actually quite surprised that there isn´t much talk about Liquids Dota team. A few pages back there were some posts "Liquid´s playing in x minutes". Casually searching through DotA Liquipedia and other threads here I couldn´t quite find out what they played against whom and why. Was it just scrimming, or did they actually play an important match. And did they win?
