People overreacting as usual, if you read the actual rules you see that for a team to be penalized they must really break a lot of rules. Having standins will not penalize you, as long as you're not adding being late while insulting everyone and having fake names.
It just gives a code of conduct with potential, very theoretical penalties that won't be used in practice unless a team really misbehave.

I don't know why they'd want to go public tho, it's typically the kind of intern system that doesn't benefit from being publicly released.

We need brun0 to do all the ratings. He is confirmed for unbaised decision making except when it comes to legged women.

But to ACTUALLY BE PENALIZED, the amount of mistakes a team has to do is enormous and in this case the penalty is deserved. Prizepool reduction is certainly excessive, but it won't happen anyway because a team has to really act dumb with regularity for that.

The simple fact, that jD is even considering treating top tier teams differently from lower tier teams makes the system fail already. Either treat every team equally or throw the idea in the trash right away. Wouldn't be surprised to see a team get special treatment, just because Tobi is BFF with one of their players, who's carrying Tobi in pubs.

You can't know if 5 armor or the extra health from heart is better without a specific situation. The highest effective hitpoints is a mixture of the two so it is entirely dependent on what hero you're playing and what other items you have. Since we're talking about a STR carry there is a very high chance that the armor would be more useful since they tend to be hp heavy though.

The system treats all teams equally. The system is more likely to affect top tier teams because they are more likely to receive prize money, but there is no distinction among individual teams. But you can also say that big brands have a bigger responsability on being professional than a group of 5 people that decided to make a random team with no sponsors.

There is probally a judge, so the human element may be biased, but any system involving people is. There is nothing biased about the system itself.

And as was pointed out, what really matters is how hard it is to get a grade lower than 5 in a match. If they are overly critical, the system can easily fail. If such grades only happen on extreme examples of unprofessionalism, it's not a big deal. Everything will end up the same, because noone will be punished, but it's good to have rules in case something really bad actually happens. Except maybe if PGG wins a tournament, but what are the odds of that happening?

That doesn't seem to be the case.

What are the consequences of the rating?

The rating heavily influences the decision, whether or not we invite a team again for future competitions, be it the joinDOTA Masters, the next season of The Defense, or any other tournament joinDOTA is organizing. While the best of the best will still have good chances of being invited in spite of a low behaviour rating, this is especially relevant for the slightly weaker teams who get to participate.

the two statements are not exactly contradictory, the idea is that the "point" system affects all teams equally, but the "point" system is only one consideration as to which teams are invited.

You can think of this analogy; team stability was something rumored to be a consideration from valve, and while swapping a player shortly before TI3 will likely have no bearing on whether Na'Vi or iG will be invited, it could be the deciding factor as to which of the 2nd tier European teams are invited, for example.

though personally i'd prefer to see them do something simple, tangible and enforicible

something like for each standin/30 minute late, you lose 1/2 your bonus time; once you've lost all of your bonus time each infringement would cause a pick to be randomed.
I feel like the amount of leeway, mumble jumbo, and "math" in this is very opaque in explanation and execution
