As for McCain, yea, there would be a difference in rhetoric, but not in the reaction. This is governed by US interests and controlled by the state department.

On the UK, yes, there's a large anti-EU sentiment there, but it's generally less than 50%. The tories (currently in govt.) are campaigning for the next election with the promise to hold a referendum on staying in the EU, but they are likely to lose the election. So, I'd say that there isn't a referendum because it's very close and a govt. would need a mandate to even suggest such a radical referendum, which they haven't received yet.

No one in the US is going to get too excited about the Ukraine until the bullets start flying. Even then, the American public will probably want to stay on the sidelines, notwithstanding the implications of letting Putin get away with annexing Crimea and other parts of Ukraine.
