One the first things that Rada voted on and it passed was removing Russian as one of the official languages of Ukraine. In response to that there were riots and protests in the Eastern Ukraine. PM needed to sign of on the Rada's decision to make it legitimate, once riots started, he refused to sign it. That's what happened as far as I understand.

i think the second point is kind of unexpected, i mean they even allowed him to do a press conference in rostov (russia) where he declares he is the president of the ukraine.
but ye most of the speech is nothing new.


Yanukovich on press-conference was even worse than UA ambassador yesterday in UN.
Even Medveded said that Yanukovich has no authority and his political career is dead over.

It wasn't official language, it was regional.
A bit different stuff. But still, without legitimate president they can't do anything.

In his speech Putin stressed many times, on the importance of the upcoming elections. To give East some peace of mind and Ukraine government some legitimacy.

"while terror continues" seems flexible enough for Russia to not consider a newly elected government legitimate if they choose not to.

And btw do you know that Budapest Memorandum basically wasn't accepted by UK, US and Russian governments?
So basically they can't use them because noone accepted it.
