If you want to remain a public figure after retiring from politics, as Fox obviously does, tweeting is major part of reminding people you're still around.
There are very few, if any, public figures tweeting without some political/business/marketing/etc. reason for doing so. It's too much work and few people that have been successful get their kicks from informing the world of their opinion on social media. And if you're not a public figure, it's even worse because there's a good chance your business/day job benefits from your Twitter self-promotion.
Twitter is just an awful place for getting quality information or informed opinions.

I intentionally tried to avoid implying like I knew who he was before my first comment. It was, in fact, part of my point: I can make such accusation out of total ignorance, be called out, look up their history, and have my initial allegation made of (ostensible) ignorance turn out to be true. The entire Twitter ecosystem is basically built on these people. It's like the only reason the site's still around.
I will walk back my statement a tad and acknowledge that there probably are people just quietly using Twitter to remain connected to their supporters. It's easy to pick out which is which though because one group's posts are full of dramatic pandering and other obvious marketing strategies, and the other group sound like actual human beings. James Comey and Barrack Obama are decent examples--public figures who have retired relatively quietly and sparingly post non-pander-y tweets here and there.
That said, I don't strongly doubt Obama will eventually try to return to the public eye (which I, for the record, have no issues with) and Twitter will probably play a role in doing so if he does.

It just occurred to me that most ex-presidents step out of the spotlight after their time is up, and there is no way Trump is going to let that happen. US politics is going to be muddled by his tweets and controversy until the day he dies. If he loses in 2020, just imagine all the criticism and insecurity that he's going to be flinging at his successor.

I kinda want to know what is it that the USA does so much better than everyone else? We have a large economy but that does not really benefit most people involved in it. We work FAR more hours but thats probably part of why life expectancy is lower.
