Actually, yes, the jokes are still harmless the same way a knife by itself is harmless. It's the way they're used in this case that differ. Maybe it's because i've never seen this approach to test the waters as you put it, usually it's clear from the first five minutes after meeting someone if there's racist tendencies. Not necessarily jokes. I'm german, we don't do jokes with people we just met.

Of course they have the potential to hurt someone, that literally is the definition of comedy. Comedy always has a "victim". That's why i wouldn't go over to a mexican and crack jokes about Mexifornia (not that i'd got that one anyway). In fact, that's something that doesn't compute with me: i have never met a single person who just randomly told me a racist joke briefly after meeting him. I don't do that, either. Of course, when we're talking joking, we're talking friends. I don't "joke" with people that i've just met other than smalltalk. It is racism either way...Just because jokes can often be taken in good light doesn't make it less racist. Both joke teller and audience can make a joke more or less a racist act. Jokes are about expectations, you subvert an exception or you play into it, either way you're doing it at the expense of that thing. Meaning a joke can be funny multiple ways, an absurd or a straight take on it. So a joke based on race depending on the joke teller and audience, it can be racist and shit or just that mild racism we all kinda are fine with depending on the people because it's understood it's in poor taste/is bad

Who decides who is racist? Who has the fucking authority on that? Sure, blatant racism is easy to spot. But what is the threshold that needs to be crossed for someone to be labeled as racist or who has at the very least racist tendencies?
It all depends on who you are as a person and how much cynicism/rudeness/... you can stomach. Some people, like myself from time to time, like it when it gets really lowbrow because this devolves into absolute absurdity. Nothing is holy when this happens. I'm not saying this is for everyone and I'm not saying people need to "better themselves" or whatever the fuck that means. You don't get to be the arbiter on how you become virtuous as a person. No one does. Not everyone finds comfort in being like that.
There are people that love to fight, there are people that love to get raunchy and there are people that love to throw everything under the bus verbally. I find it grossly demeaning that this distinction can't be made just because some people find that distasteful and can't understand why someone would do this. I don't understand why hooligans (who are sometimes very intelligent people), do what they do, but I'm not going to tell them to fucking better themselves.

It becomes very difficult to find actual racism and I know it's possible that many hide themselves among people with less extreme views, but you'll never be able to actually label someone like that until the racist shows his true colors. It's appalling that people should stop their practices that don't jive with you just because it might perpetuate some other people's notions another group of people.
If I see/hear/notice something that I find out of line, whether that's discriminatory in general or not, I'll call them out for it.
