There was some article a while ago that explained Comey's thought process. The DoJ lost a lot of credibility in the wake of the Bill-Lynch meeting, and Comey felt that if he didn't inform Congress (he didn't inform the media - it leaked) at least in brief, then he would be creating a conflict of interest. There were a fair number of people who thought he was right, plenty of others who thought differently.
Also, he didn't reappoint Comey. He just chose not to fire him. Comey still has six years left in his position as FBI director - Trump simply decided not to ask him to resign.

it's hard to truly know motives; but on the balance of evidence, it's certainly quite possible comey made a reasonable choice under the circumstance; I would say his choice was incorrect, but it's not entirely unreasonable or implausible.

There's a ten year limit. Only one person has ever reached this since congress put the term limit in place so I wouldn't say he has six years left in his position as that's misleading.

Comey has been in the Clinton power-structure for a couple of decades, but he's well-liked, apparently, within the FBI. Which is why he sent the letter to Congress. That was actually to prevent a mutiny within the Department. Everyone wanted to call the Email Server a "distraction", but it was about the worst security leak in the post-Cold War. Far worse than what Snowden gave away. Everyone else was reading the SoS's emails in real-time. And there was SAP-flagged files within those emails.
That's not a small issue. That's a "20 years to life" issue. If someone in the FBI office just outright dumped the investigation file, all Hell really would break out in Washington. The Clinton Foundation is a massive corruption scheme with ties to practically everyone. Which is exactly the tightrope that Comey was walking, and why Trump kept him. Now it's the time to unleash everything. It can wait. Expect Comey to probably be retained until after the Midterm before he calmly retires from office. (And hopes the Clintons don't blame him for the loss, as he might just end up dead for his troubles.)
