Insert the following as section (h): There shall be a Standing Committee on Presidential Primary Debates, which shall be composed of thirteen (13) members of the Republican National Committee, five (5) of whom shall be appointed by the Chairman of the Republican National Committee, and each of the four (4) regions shall elect two (2) members, one man and one woman, at its regional caucus at the RNC Summer Meeting in each even-numbered year in which no Presidential election is held. The chairman of the Republican National Committee shall appoint the chairman of the Standing Committee on Presidential Primary Debates from among the members thereof. The Standing Committee on Presidential Primary Debates shall have the authority to sanction debates on behalf of the Republican National Committee based on input from presidential campaigns and criteria which may include but are not limited to considerations of timing, frequency, format, media outlet, and the best interests of the Republican Party. Each debate sanctioned by the Standing Committee on Presidential Primary Debates shall be known as a "Sanctioned Debate." Any presidential candidate who participates in any debate that is not a Sanctioned Debate shall not be eligible to participate in any further Sanctioned Debates.

Donald Trump told an an audience in California Friday that "there is no drought," according to a report from USA Today.
The state saw a record dry year in 2015 and the problem is so bad that earlier this month Gov. Edmund Brown Jr. issued an executive order creating long-term standards for water use in the state. The order bans the practice of hosing off sidewalks, washing cars with the wrong kinds of hoses and requires individuals to report their water use, according to the state's website.
Trump held rallies in the state as he prepares for the June 7 primary there.
According to USA Today, Trump told the audience in Fresno, California that water was actually being withheld from people like farmers, but that the drought was not responsible.
“We’re going to solve your water problem. You have a water problem that is so insane. It is so ridiculous where they’re taking the water and shoving it out to sea,” Trump said according to USA Today.
Trump said that if he were president, he'd have a simple solution.
“If I win, believe me, we’re going to start opening up the water so that you can have your farmers survive," Trump said according to USA Today.

We must have been watching different debates because he was in center being attacked for a significant portion for each one. He was accused of being no substance point blank, and he continued his one liners in their face completely unaffected. I don't see how Hillary can rattle him. He's not winning because his positions make sense, he's winning because he speaks in simple language, is pretty transparent and has a dominating personality. None of those things will be affected by the marginally weak presence of Hillary, while she gets shamed with labels such as crooked/corrupt. Only question is can she stand up to him without getting flustered?

Yes. She will not get flustered. The Benghazi hearings proved to me that she has the mettle to be a winning candidate and successful president. 11 hours and she didn't flinch.

Replacing pipes to solve the lead-tainted water crisis in Flint could cost at least twice previous estimates, according to a report obtained by a newspaper.
Engineering company Rowe Professional Services told the state the average cost for replacing a service water line through a completed pilot project was $7,500. The Michigan department of environmental quality previously estimated it would cost $4,000, the Detroit Free Press reported on Saturday.
The company’s report said costs could be higher if average permit fees of $2,400 per site were factored in. The largest share of that is $2,200, which includes replacing the pavement.
Representatives for Flint mayor Karen Weaver did not immediately respond to a request for comment. Governor Rick Snyder’s spokesman Ari Adler said Flint was charging “very large fees”. Weaver has said Flint needs more money from the state.
The report notes other concerns arising during the pilot project, including lead-contaminated soil that needs to be properly handled and disposed.
The city has received $2m from the state to replace about 500 lines. The state has authorized roughly $70m in funds for the emergency, and Snyder is seeking $165m more through the budget process.
Still, higher costs could hamper negotiations as lawmakers deal with lower-than-expected tax revenue and enact a new state budget with less overall spending than initially proposed.
So far, 30 lead or galvanized service pipes have been replaced as part of the pilot project. Weaver said the city soon will issue requests for proposals to complete the next phase of the Fast Start pipe-replacement program.
Officials’ decision to not apply corrosion control allowed water to scrape lead from the pipes after the city switched its water supply from Detroit’s municipal system to the Flint river in 2014 to cut costs.
That resulted in the contamination of the water supply and elevated blood lead levels for some people in the city, and may have contributed to the deaths of at least 12 people from legionnaires’ disease.

Water authorities say they can’t do it because of the water rights of those upstream of the farmers, and because of the minimum-water allowances needed by endangered species in the bay and by wildlife in general.
The farm lobby, a heavyweight player in California’s water wars, also is seeking federal and state approval for billions of dollars in new water tunnels, dams, water distribution plans, and other projects.

Besides, farmers may have relevant opinions on water management, but they are also poorly situated to make systemic recommendations given their abject need for water in huge amounts.
