Edit: In all serious it's likely what others have said. The only requirement that Riot has is that the owner is different. In theory any random person could "own" Alliance/EG" and Alex Garfield could provide for both teams.

Simply because they are. Velocity is the same organisation as before, only that they operate under the EG brand now. EG pays money to Velocity for carrying their brand name, Velocity gives that money (well most of it) to the players. Easy.

A team needs three (or two?) players who are eligible to play in the LCS to participate in the Coke Zero thing.
