There are a lot of mechanically skilled Challenger players in NA and EU that could probably replace Snoopeh if teams would give them the time of day to help refine/fix solo queue/Challenger scene habits. Alliance did it with Shook last split. I actually think the talent gap is less big than many people think (especially in NA, where everyone is absolutely convinced there is no talent), the problem is that solo queue/Challenger players pick up a lot of bad habits that take time to be ironed out.
Shook was dominating Challenger scene since he was able to play after ban, it was obvious that he's going to play in top team in S4. And it's not like Shook was nobody before S3.
And who are those mechanically skilled junglers with excellent decisionmaking who will improve EG up to heights of contesting C9 instantly? They're not in same position to TSM, being able to get ANYONE into jungle position because they know that they can skip 28 games and still not be lower than top-5 because Bjergsen and WT can carry at least 12-14 games. EG doesn't have same advantage, you can't expect Pobelter and Altec to carry 12 games with other 3 doing nothing, teams just have different playstyles.
Back to junglers. EU has k0u and Amin with latter not even playing in Challenger scene and who is third? Morden who was already struggling in LCS? Or Kikis who wasn't able to even go over Airwaks into Wolves? Santorin showed nothing in Promotions with C9E and i have no reason to expect him to dominate NA scene because even if Coast are going to Promotions, they won't beat EG/Curse. Heaventime is good but he's not playmaker or some flashy jungler, and who is left. Saint? Ziploc? Please.

It's pretty risky move though. k0u's playstyle is legitimately op in Challenger scene because he just rans and kills everyone who is nearby but it won't work in LCS. And who will get him? Alliance have Shook, Cyanide is still youngster, SK won't dump anyone if they get to Worlds and i highly doubt that k0u will prefer to play in lower-tier LCS team instead of getting moneys from Riot and NiP which are bigger than in LCS, and rolling faces in Challenger.

How did i forget about Trashy, lol. But i rate him as slightly higher Santorin level imo, he never impressed me like k0u/Amin. Nk_Inc struggled once already in LCS, wasn't it enough lol. And he was close to atrocious in their games against CLB back to Promotions, so idk.

Trashy is 3rd amongst EU challenger junglers. He's best described as k0u/amin lite, he's incredibly aggro but doesn't quite have the same level of mechanics or yolo as them. The only jungler I'd consider replacing snoopeh in NA is nk_inc but complexity red had the struggle is real so I'm not sure about him atm.

I never said using a Challenger jungler would instantly elevate EG to C9 levels, EG has far too many other problems to be able to do that through a simple roster change. Frankly, I don't think a player like that exists in the Challenger scene, even if he was a mechanical god, there is too much disparity between the way competitive League and amateur/solo queue jungle.
As for junglers, I won't comment on EU since I don't follow the EU challenger circuit closely enough to talk about more than just the big names like Amin and K0u.
For NA, you mentioned HeavenTime and I think he could be a prospect. Saint, definitely no, he's been getting pooped on by Challenger junglers nonstop. Ziploc is meh. PorpoisePops would probably be the biggest standout for me, dude has shown consistently strong jungle play (both in terms of raw mechanics and being able to read other junglers and ganks). Liquid Inori has also impressed me, he has insane Lee Sin mechanics (a recent game of his VS Saint and Curse Academy: http://www.twitch.tv/nesl_lol/b/530948508?t=6h11m30s).

Inori is still playing? Uh oh. Heaventime is heavily focused on utility, you almost never see him carrying games from the jungle + he never played with sololaners of Pobelter's level, with all respect, LOD, Arthelon, Westrice and Hauntzer < Pobelter and InnoX. Arthelon might be close in good day though. If you watched TBD/FXO (pre-CLB), Heaventime was always like main frontline to make all spadework for Westrice to shine on Rengar/Akali and Robert and he never got any praise for it and was kicked after it. I still think that if they didn't kick him for Brokenshard, both TCM and DTG would have qualified for LCS.
And Pops is playing for Team8, so he won't leave his team anyway, there is no reason to leave arguably best NA Challenger team who have real chances to not qualify second time in a row even for Promotion tournament.

Speaking of LPL, a few teams are hiring Korean players. It should be well known by now that Royal hired both Insec and Zero. Now IG hired a top player to substitute PDD, and WE has also got two Korean players. Not quite sure of impact of this yet. Royal crushed YG in the Demacia cup online tournament, then they apparently lost to OMG in a scrim that lasted only 12min.

Aside from junglers who can communicate in the same language, I don't see how Korean players can help CN any. In terms of mechanical play, China really has no actual need to import talent. Strategic play, etc aren't really fixed by importing random Koreans =\.

It is kind of strange, because if Tabe had told the truth, being a pro-player in China doesn't get you much money. Rumor was that there was a L.ACE rule capping the monthly salary of players at a certain amount (6000RMB=1000USD/month?). So one might wonder what attracts these Korean players other than the "glory" and a small chance at S4.
