If I'm not dead or crippled I will eventually make enough money to sponsor minimum 50k$ tournaments every year SWC(Starcraft World Cup for example) or maybe make it an online league doesn't really matter the point is I love this game the way I love my integrity and morals so there will be fair play and good money at some point one way or the other amigos 
p.p when non kors start playing all day again and can do comfortably sustaining a family then we will see how good these Koreans are ^^

Not sure what word you want me to have balls to keep? Anyway... the response you posted do clear things up and getting rid of that horrible rule (that left the admins way to much freedom of interpretation) would be the best you could do. I looked into the rule book and it state one example of 5 pool vs 12FE... and the other 2000 scenarios was up for admins interpretation... which in this case was clearly wrong.
Get rid of it and I will stand by my word and keep watching your tournaments which are, all things aside, great and awesome for the community. I thank you for that.
Also... I stand by my word that I beat Casper 😉

While I don't condone BM by eonzerg, it is a bit strange that Casper himself admits in the channel that he quit because he forgot a depot, and still the admins need additional evidence to come up later to do anything about it, or is it straight up allowed for you to quit if you 8 rax and mess up within the 2 minutes?
Let's say I do a BBS and mis-calculate the building placement or get scouted by drone so I just quit? A bit of a weird decision to be sure. As Marwin said, in tournaments where replays can be reviewed, the rules are usually flexible depending on interpretation of the situation.
As for the admins to say "just man up and beat him in the regame if you are so good" is beyond unprofessional.

i made a mistake. i have to admit i was already titted with dreamer.and my imagination is really big. i saw a big complot going and how something so obvious to me. i didnt understand why it wasnt for others.i see this guy insulting me everywhere and while i ignored it i had the terrible luck of meeting him as admin in bwjeez.with the unluck that casper also did a shitty move.i just exploded.but it happen cuz i was with the mindset of it anyway.i will ban myself from jeez for now.The true i just wanted to play some games.i didnt want to get in such situation and i ended anyway.

The only way banning Eon makes sense is if he was bm BEFORE the admins made the decision to re-game after casper messed up his opening. If he doesn't speak his mind and state why what the admins did was unfair, the problem with biased and unfair treatment in tournaments will never be fixed.

By the way, weird that he ended up building rax and gas both before the supply, if it was a mouse issue.

Increasing the penalty and masking it as making it lighter in corporate speak is also scummy as hell, and increasing it in the first place over this is quite absurd, considering eon wasn't even the one who first mentioned it in this thread, he just put his side of the story in here.

Artosis has the same problem at least once a game. His supply depot simply, "doesn't build".
Anyone halfway decent at the game knows why that happens. The fact that Brain is STILL defending Casper is just beyond absurd. The corruption is real in Russia.

I'm not sure if some people are being sarcastic or not, because Brain is actually claiming that his depot magically didn't build, despite the video showing Casper having 400 apm at all times. It's very hard to do that if your mouse doesn't work. If you have 400 apm you can use one of those actions to tell the scv to build a depot again.

My first decision was based on a set of rules. After watching replay, I turned to master admin for a consultation. After which was made final decision. Where did I lie?

Well in fairness, it's quite evident that Casper didn't realize that depot didn't make and went ahead and made the gas. This is a mistake by him and should never entitle him for a redo. If this mistake was made by Bonyth, fine, let's give it a go because he is a respectable pillar of the community who would offer the same if the roles were reversed. But Casper is a shirtless alcoholic who tells players in game that their mothers suck black dick and get gangbanged by nxggers.
Of all people, why side with this man? Simply because he is russian and Eon is a very unlikable person? Even players such as Eon deserve justice.

Leaves a sour taste when you look at it. That's the case. A lone accusation by itself without an evidence costs little. And this up to accuser to provide proper evidence. At least this is stated in every constitution I know. In Latvia it is section 92, for example.
This core principle has recently eroded worldwide. And we can hear statements like: "You are highly likely %any_statement%", supported by a solid amount of Facebook likes, instead of bulletproof evidence.
So far the evidence here is the words "self evident", "obvious", "quite evident" and alike.
If Eon would have scouted a rax, or would have killed scouting scv, or would have noticed a bunker being built, a regame would have been unfair irrespective to whether Casper "forgot" or "could not" build a supply. And such odd situations are as well stated in the rulebook.
Our case if very different and I belive an enforced regame fit well with the frames admins built for themselves and must therefore abide.
Eliminating this regame timeframe entirely opens another rule abuse related to lags. But a threat made earlier here to abuse 2 minutes rule and play 4 pool only without scout is something to consider. We have anticipated that earlier and implemented a "Time waste" rule. Though it is much easier and professionally proactive to consider the threats and update the 2 mins rule to read as 1 min.
This case should have ended up the minute it happened. It didn't, and after an admin made a decision, the first one started to curse an admin and all the nation he belongs to. The other one started to make bad jokes and curse the first. It is just and fair to cut both tongues for ten tournaments.
The biased thing, guys, is that some of you got used to happy ends. In Soviet Russia you may end up in Gulag. Both Eon and Casper did.
