I think he was econ constrained - his expo just morphed, he was still sending drones over, he had already built a third hatch at his natural, he had significant ling forces on top of drone saturation and muta production.

I honestly wouldn't be surprised if he simply did not have the mins for sunkens at that specific point in time.
