Then I could reduce the resources back to normal without underpowering the builders, AND late-game would be a lot more sane. Level 4's unit strength should probably be the maximum, say 1 selector at tier 3 and 1 selector at tier 2. In that case, I'd have to add bonuses that are actually quite useful at that stage in the game.
