Death Note is extremely romantic... Not in a 'boy meets girl, boy pours heart out for girl and tries to woo her' kind of way, but in the actual definition of the word. Utopian ideals, sacrificing one's life for his or her cause (both the main character, and the many sub characters) and the excessive, everything hangs on a wire constantly situations. The commentary on eugenics and a perfect society throughout the series, with both sides of issue fighting tooth and nail for what they believe is about as romantic as things get. On that note...
Kaiba is extremely romantic (even in the very strict definition of boy and girl love stories) and would be my first and foremost recommendation. Give it two episodes to get used to the artwork. It's quite serious too.
Midori no hibi is fun, and not serious kind of childish romance, but it's sweet none the less and I enjoyed it.
Howl's Moving Castle is a lovestory you might like.
Gunslinger girl is a semi-non-strict definition of romantic... It's a lot of powerful ideas... The characters don't lust for each other, but there are very sad parts, and high ideals of what friendship is, and what human beings are to each other. I really liked this one too.

I don't remember that being much of a romance. Both Fumoffu and The Second Raid were more romancy, if at all.
Lesbo love was win. Chidori giving Sousuke godmode powers was not.

Although not a romantic anime and since you like Death Note, you may like Code Geass. Code geass is actually higher in the anime rankings then deathnote. Imo, deathnote got suckier when L died. Then they bring some shitty N and M. F that. Code geass had a really good ending, imo, better than deathnotes'
Didnt see Code Geass. Planning to watch it though. As for the Death Note I agree that after L dies the anime just kept going down. I would recommend the live action movies of Death Note rather than the anime since + Show Spoiler +the movies end when L dies (Light dies before him); no N/M shit.
