Based on this (check this thread, too!!!!) I had the idea of creating a TL.net driven league.
My idea is basically the following:
Format: Round Robin, Bo3. 4 Seasons played. Top 4 from each round qualify for a 16 man playoff bracket (double elimination, Bo3 until semifinals, then Bo5).
Schedule: For each match, players have two weeks of time. They can choose the exact match time freely, it has to be consensual though.
League differentiation: Division 1: Bronze to Platinum Division 2: Diamond to Grandmasters (I'm looking at you, Scarlett).
Servers: The match is being played on the weaker player's server. + Show Spoiler [Why and how?] +Because there's lag which causes a disadvantage to the player. Out of sportsmanship, the better player should suffer under this. Determining the weaker player is something that can't be done easily. Thus I'm still thinking about possible regulations regarding this topic. Possible solutions are: - Ladder rank
- TL.net league (weakness: what to do with a tie?)
- ??
Rules:
- race switches allowed if opponent agrees
- no smurfing allowed.
- no cheating allowed (well, obviously).
- random allowed
- ??
- ??

As for a name, I'd say "TSL" for nostalgic reason: Teamliquid StarCraft League. Would be a hommage to Starleague, GSL, Teamliquid, Starcraft and the Game itself.
To organize brackets, liquipedia would be a great thing. That might a) push people to use liquipedia and b) provide a tl.net driven/hosted information base.
Depending on participation numbers, I'd put a limit of ~100-500 posts before a participation is possible. That would also resolve the for sure upcoming problem of masters account smurfing.
Also, ladder rounds with some funsies included (i.e. in round xx, usage of old map pool/strange maps) and trying to get mapmakers featured (e.g. Best Month's Map as voted by mapmaker community gets included to the pool for the range of that month (which would be 2 maps for each player at least).
I'm currently using this blog as an inspiration and noteblock at the same time, so expect edits.

Interesting idea!
I think the hardest part is to organize the times for the games. Personally I could see myself participating in something like this if there is not too much of a fixed time - so no date/hour or you lose type of thing - when a match has to be played.

Regarding the times, I'd say it would be up to the two players to match in a time. They have 2 weeks time to set it up, so that should be sufficient?

I´ve played a season of a Fifa 10 inhouse league in a different forum, and it was a lot of fun. I have no clue about soccer, and not really interested in following football. What me kept playing was the first; the game mechnics and skill based competition and second; the league format.
The soccer league format is perfectly designed for inhouse plays. Please consider this idea, i can imagine that it would work for starcraft too!
Just in case Only an example
- 18 players in one league/division
- A fix number of playdays
- Each playday represents one week (the exact date can be determined by the players themself)
- Within 1 week every player should have played his game
- Every win counts as points
- Within a season, everybody should have played against everybody twice!
- At the end of a season, top 8 players will face the playoff phase.
This isn`t exactly thought trough, but it could work The motivation to play benefits through this system a lot. Even if you lose, you are still in the competition. Doing yours homework can really pay off.

id like to be involved in something like this but i absolutely cannot play anything that has fixed times and doesn't allow players a set timeframe to communicate and complete their games

sounds very cool. i'm game. would be awesome if there's still a mapmakers left on tl who could hook us up with some cool new maps for the league. i remember the korean weekly used to be so badass cuz they used all these sweet maps. also the motm cups were supa sweet.
maybe try to get a tl-superstar (taeja plz) to face off against the winner of the league.

Basically, I want to do a round robin format. For 1 match, players get 2 weeks of time to meet to play on a schedule that they choose. Only requirement is to play that within the two weeks. If the match is not played in time, a draw is forced, or, if it is clearly one player's fault, that player gets an auto-loss.

So I've compared this thread to the one i made, and since we pretty much suggest a very similar thing, an admin should probably merge them. I mostly wrote there about the big picture, whereas you went into some details from an organising pov. So if we join all the feedback this is what we get as result:
- TL bi-monthly League
- two divisions:
TL Elite (Diamond - Grandmaster) TL Fighter (Bronze - Platinum)
- Prize - $$ split between grand final winners of the two divisions
- Minimum of 100 posts on TL is prerequisite for participation
- Map Pool chosen by community with a poll before registration begins
- Maintained on Liquipedia (either an admin, or everyone would contribute)
- those who participate at least once get an icon next to their team icon, so that whenever they post, it's visible if they participated, and in which of the two divisions they were. The icons would be 2, one for each division, made by someone within or outside TL staff. This i find a really cool idea, as the user signature will add information about your sc2 skills
- Match specific rules:

But round robin can prove very hard to manage and extremely tiring for most players, if you have a lot of registrations (and you would have a lot of dead time waiting for matches with this format), so maybe like this format:
- Elimination: After the registration closes, and brackets are set, players will see brackets and have 10 days where they themselves contact their opponents, agree on a playing date, timezone etc, and play the game. They will then send the replays to the organiser as proof, and state the winner. After the 10 days, the admin collects results and updates brackets (those who registered and didnt play within the timeframe are disqualified), and the process is repeated (with a smaller timeframe) until reaching quarterfinals, and from there up to grand final the games will be cast on twitch.
Other notes:
- maybe try to get a tl-superstar (taeja plz) to face off against the winner of the league. -> potentially very expensive, a progamer will require a very significant fee, especially a top korean

Iono can you account for the skill difference between diamond and master (gm) I'm a diamond player and I myself know I have no chance of beating a mediocre level master player. I know it's not really possible to do this, but keep in mind that there is a large skill disparity.
