So after 160+ games this season I've finally hit a new max of B-. I was going to write a blog when I hit C+ last week but couldn't be bothered and that game sucked anyway. 
This game was a bit better and so here it is:
I open up with 13 nexus after seeing his 12 hatch. The plan was to go 2 gates before getting gas after that but I messed up placement of gate at the natural and so the timings are off. If not I can get 3 zealots around 4 minutes which can catch zerg off guard and do a lot of damage or at worst force him to make lings instead of drones.

So my scout leaves his base and sees a hydra den. Kinda silly showing hydra den, so don't do it. I know what's up so add cannons, get +1 weapons, legs speed and 2 more gates. Meanwhile 3 zealots are harassing, probably wasn't the best choice but it did delay mining for a bit and they see a 4th hatch.

I couldn't delay hydras long enough to get +1 weapons to finish which really sucks.Without the +1 I can't break that amount of hydras. I try anyway but more hydras come and I end up losing a bit too much. So while I wait for +1 weapons to finish I also get high templar and storms. I know he's not going to try a bust since he moved his hydra away and there wasn't any reinforcements coming.

When storms are finally done, I'm thinking lurkers are going to come soon but I'm not exactly sure yet so I delay robo to get my third up first. Well placed storms can take out lurkers so it doesn't really matter right now.
So now I know for sure that there are lurkers, I get lucky and kill two. He sends four lurkers out but I don't care since I have cannons and more units at home and so take this time to counter where I know nothing is there.

Here I mess up and instead of attacking the hydra behind me I try to break down the zerg sim and I missed a storm or I could have kept everything alive.

At my third zerg decides to do a sneaky lurker drop but I notice on the minimap, pull everything and only lose two probes. Storms finish the lurkers off easily.

I don't know how but he catches my shuttle. His hydra are out of position though so this gives me some time to try to break out. There's nothing but lurkers so it's easily broken.

I head over to kill his base but there is just too much zerg so instead I go up to the fourth, I was expecting it to be just set up but there's already a lot of sunkens there but no lurkers which isn't enough to stop my army.

The rest of the game is zerg refusing to quit. I know he can't expand so all I have to do is not die to drops and take more bases myself while getting reavers to eventually break his base. After a couple of failed drop attempts and me killing his fourth, zerg ggs.

For foreigners, that pretty close to accurate. If you include Koreans there are thousands though that would be above B level skill.

Dude you're overrating the ICCUP ladder so much lol.. First of all it really depends on what time do you play, if you play at korean time it's much more harder to climb.
Secondly, there were a shit ton of foreigners reaching A-, maybe you're confused with A+..
Thirdly I reached B one season back when I played (~2007) and I never reached GM nor top master in SC2 (I played less than BW but still...), and D+/C- = master ? lol nope..

The later you go the tougher it got, I'm not sure if you remember, but during TSL2, Nony, the winner of TSL2, was going 50/50 against B/B+ Koreans. No foreigners EVER got A+ except Idra when he was living in korea AND during the TSL. In TSL the highest ranked foreigners were A- with the exception of Mondragon who was A.
Back in 2008 I played B-, and probably if I translate the level I was able to play in SC2, I was mid/high-masters after putting a few hours a day into the game for a month or two, just remember iccup is only getting tougher, since there really isn't any new blood that is "bad".

Generally the end of the season points are more important as there is a build-up of points, so 5 people hit A-, which like I said "rarely achieved by foreigners".

Everyone has different experiences with this from what I have read, but for me it definitely seems correct. I'm around D+/C- level in BW and just got a better PC and can now dabble in sc2. I literally have no idea wtf I am doing, I've watch very little and have played maybe 10-15 lifetime games of sc2. I read the very basics of some builds (i.e. I know I that in PvT 1 gate expand is common), and am easily rolling through plat/diamond players right now just making shit and a moving basically. It's hard to imagine that if I learn some builds, how to transition, and a better grasp of the micro I won't easily be masters.
Most people I know that were C/C+ in BW are now mid-high masters players in SC2 as well.
As far as the Korean time thing...that is a thing of the past. There are so few Koreans it doesn't really matter much when you play anymore.
EDIT: As far as the whole BW -> SC2 rank thing, although you can't ever say X rank = Y league it's worth noting the difference in ICCup playerbase skill. While there might be 25% C- and up on iccup, the playerbase that remained is strong. There are the occassional new players trying BW out from SC2, but not many. So what you have is a playerbase composed of people essentially diamond and up, so being in the top 25% of that is much stronger than 25 percent of a population containing tons and tons of super casual players.

when i played iccup i was C- and towards the end of the season there were fewer than 800 NA players with a rank greater than C-. i was pretty comfortably top 900-700 masters when i averaged about 1.5 hours of SC2 a day and when i ramped up to 30+ games a day during break i played some GMs. also during release/beta i knew a couple of people who were C/C- and top 200 NA. i think pretty much everything from C and up gets compressed into GM.

Nice one man! I started playing sc:bw like 1.5 months ago reaching C- on iccup (highest I ever got to was B-). I love sc:bw and I just cant seem to like sc2 that much. Will check out the reply, pvz is a very nice mu to watch!
