My apartment complex advertises "High Speed Internet".

Does that look like hi-speed to you?
We go through a service here called College Internet Connection. I'm certain that they bottleneck us to this speed, because I called DirecTV and they claim that the service they are providing garauntees at least 20 down and 10 up.
Edit: Why does it say Comcast Business? The apartment complex says they use DirecTV HD with internet included.
Its upsetting, because I'm a mid-master level Terran and I'd really like to stream. Even with my killer rig, I'm certain I could never stream here because the internet is so fucking terrible. I'm also not allowed to use skype - the complex says Skype is Peer to Peer software and they will shut us down if we use Skype.

But not really. I'm so glad I'm moving out of this shithole apartment in 3 months. We also have an explosive toilet that they refuse to fix, and has flooded our entire upstairs about 8 times. They tell us its a clog. Sorry, but, a toilet does not flood at entire floor because it is clogged.
Anyone have any ideas for how to get through to these fucking people? Can I complain about the quality of the internet? others have had problems too.
It's probably worth stating our internet goes through a router, but a single router couldn't possibly bottleneck us that far could it? I can hardly watch a stream.

Fucking student housing. We pay $1900 a month to live here, and they won't even replace this toilet.
They also tried to force us to resign in October of last year, when we had only lived here for a month.
So glad we told them to fuck off. They still haven't rented the place out to anyone else.

How many users going through the router? It should't bog that hard, but if you're getting piggybacked its very easy to rack up bandwith.
Laptop, Smartphones,Tablets, PS3/360/Wii etc can all be constantly drawing bandwidth, but should really be negligible.
Is your service provided through the building or do you go directly to the provider? (ie. included in that $1900 or you pay DirecTV...directly )

There are three of us who live here, I have a desktop and a laptop, and my roommates have a laptop each. So we have 4 appliances, two PCs and a mac, total, drawing bandwidth from our router.
Our internet "service" is part of our rent, so it goes through the building. I've emailed them about slow internet before, and their claim was that they wish they could give us all unlimited bandwidth! My response was, I want to fucking check my email, not download torrents and porn all day. Clicking "post" on this response will probably take 3-4 seconds to refresh the page, at which point Jinro's stream will certainly lag and force a commercial, because it thinks I've just connected.
It takes ~ 10 minutes to attach a powerpoint to an email. It's that ridiculous. I lag every so often when playing SC2 as it is, I doubt streaming would be reasonable.
Oh, right, we have a PS3 as well. But it isn't turned on very often.
Edit: our network is password protected, so unlikely we are piggybacking anyone.

Sucks though....explosive toilets....flooding the entire upstairs...I feel your pain (vicariously) man. And shutting you down because you're using Skype, that's like Ethiopia status, and Internet clog+toilet clog=GG. Though you're better off than a lot of others even with those sad looking speeds fwiw. But then again perspective doesn't help your Internet speed lol.

You're on 28k because you're paying for 28k. I'm on amazingly slow internet yet I'm paying for high speed? If I was paying for these speeds I wouldn't be complaining about them. All I'm saying is don't advertise high speed internet if you're going to give me internet slower than 75% of the US.
And yeah, unfortunately I wish I had this perspective when I was scoping out places to live last semester.

I feel your pain. I lived with internet even slower than that for 4 years during university and I shared a house with 2 hardcore internet enthusiasts.

Make sure your roommates haven't installed streaming P2P software like PPStream. That shit runs in the background and eats up all the bandwidth. Even when you're not actively using it, there's is a process seeding in the background.

The third-party that our connection runs through is heavily anti-P2P.
And both of these guys are hardcore music enthusiasts - I doubt either of them is running either program. I suspect we are just being bottlenecked to terrible internet. I just sent an angry email to the third-party and forwarded the email I got from DirecTV.

I was asking specifically for those streaming software, because they're using dynamic ports and usually bypass any sort of filtering policy. We haven't even figured out how to block it at my company.
Good luck complaining about the speed, here when I call the ISP, they send a guy to my home, the guy makes a speed test by downloading something directly from the ISP's own server that is literally a few hundred meters away in the neighborhood, and obviously the test always says that the effective speed is the one advertised T_T

I would think DirecTV would be pissed about a third party bottlenecking their service, because it makes them look bad to the ~5000 subscribers they have here who assume that DirecTV is just shit.
And you would think the landlords would be unhappy about paying for more service than their residents receive. Eh.

What kind of student housing is this? $1900 a month is crazily expensive, and I'm used to Sydney rental prices which, as far as I know, are sky-high relative to most of the developed world. Is it fully catered accommodation food wise? Are these prices normal in the states? Is your blocked toilet made of solid gold?

I can't stream with my rig either and I've LOVE to stream because of my 7850 which bugs out xsplit :/
we in the same boat, dont worry, just gotta ladder more to make up for it :D

The thing is, whatever speed this company advertises is the best case scenario, which they do not guarantee. I assume you're in a college apartment complex. They advertise high speed internet so students can do online work. Anything past that is just cutting into their potential profits.
