I know you're not quoting a fact when you say 75% of the time, but for the sake of argument let's assume it's true. If Romanians usually miss sarcasm, why would it be good to point it out? As evidence of this thread, it completely derails discussion. The reasons it's done is because it's amusing. I would argue that the negative feeling for Romanians outweighs the pros of some people finding it amusing.
The joke isn't funny for me anymore. If I may make up a fact, 95% of the time the use of "romanian" is uncreative. A poster will quote someone who they think missed sarcasm and just say "romanian." It's an inside-joke on TL and also beaten to death. Hell, if you need to tell someone that they missed sarcasm, it's usually the original posters fault. Sarcasm is especially hard to use on the internet because there is no intonation and you don't know the majority of posters personally.
The post in this thread is the one of the 5% and even then it's not very witty. Some people found it amusing because they got the reference, some romanians and others were upset about it, and the thread has gone no where. If anything, the OP is going to get less responses from Romanians because they are unhappy with TL.
Using the word Romanian as a generalization for people who miss sarcasm is discrimination. I don't think it should be used at all because the cons outweigh the pros.

As for the Romanian joke, most Romanians who post on TL are fairly new so they don't know the inside jokes and that's why they're easily confused. I also see a ton of people that are confused by a lot of other things and noone tells them that they lack humour,sarcasm or whatever so their whole nation must be lacking that too.

You're discrediting my entire argument by the one opinion that I posted as an example? That was to put my argument in context, not to support it. My argument is supported by the assumption that a majority of Romanians dislike the meme.
You're assuming the majority of people who miss sarcasm are Romanian. This is not a well-founded assumption. There was an example of one thread where multiple people from Romania missed sarcasm. There are many many other thread where other people miss sarcasm. You simply notice the ones from Romania because you're looking for it. This certainly is discrimination.

The lack of sarcasm detection is because of the semi-bad english though which makes it not as funny. You can see the same thing to some extent in other (east) european countries except for Scandinavia and the reason for that, I think is our huge consumption of american popular culture up here in the north. Most other european countries are more nationalistic and have their own stuff going on, not us. We learn sarcasm and what's funny from american media; comedy, tv-shows, internet etc. However many east european countries don't have the same kind of humor in my experience, they are more blunt and joke at obvious things. I'm generalizing alot now but I've noticed a clear trend. With the internet the lines aren't as clear anymore though
