Strong early-level harassment due to free autoattack damage from poison + impossible to chase/trade with efficiently because of Move Quick/Blinding Dart. If Singed comes up to try and farm, he eats a ton of free damage. If he tries to trade, well, he can't.

If you let Singed do what he wants in lane till 6, yeah he'll be a bitch--but Teemo should have shoved Singed off the creeps by level 2/3.

Re Exhaust: The slow component is counted as CC and therefore would be reduced/affected by anti-CC measures such as Tenacity. (So Mercs would reduce the slow duration of exhaust for instance.) However, the damage reduction part is not counted as anything and therefore cannot be reduced, but can be cleansed.

I know the slow can be reduced, garen spin removes it for example, just kinda dumb that you can't exhaust morg with ult because she uses black shield~~

When you're blueside, wouldn't really ward tribrush when I'm purple since junglers pretty much never come trough your own jungle unless mid turret is gone.

4 spots cover all routes into your side. Warding tribrush + J brush or wraith brush means you have top covered, except for in-lane ganks through the side brushes.

Also good for people like Noct (and noct only I guess?) who can jump on you.

Well, they can, but in order to get into your jungle, they'd have to pass through their J-brush, which your team should have warded. From there, you can countergank them inside your own jungle.
