I know that it is permanent. What I did not know is that that user was made in 2008 with 0 posts and there was a possibility to ask for a name change before exceeding the 500 posts and becoming active with this username.

It's probable that it's just that they are doing a search for a fairly specific topic, and through some quirk of Google's search engine that thread ended up near the top of the results. So they created an account to post about it, without noticing the date of the posts.
