From when I was in fraud prevention, you'd just see spurts where organizations committing fraud would proxy through networks that we knew to be bad until they burned out IP, network details, or even IP neighborhood in some extreme cases and then it would drop off and they'd switch their set ups around to try and get something that would get past filters again.
My guess is that'll happen eventually. This is the longest run of bad IPs I've seen though.
