Balance whine, for example, is simply less of a concern when 1/3 of the player base isn't deeply invested in each race and won't react emotionally instead of logically when words like "patchzerg" insinuate that they only win because of balance rather than skill. Complaining that Juggernaut or Teemo or Hunter is way overpowered and a 2 year old could win with them and needs nerfing right now is maybe not ideal but it doesn't incite nearly so much emotional backlash compared to complaining that protoss is so OP and a 2 year old can execute blink allins blah blah blah. One actually offends 1/3 of the readers, the other at worst bothers a small portion of the fanbase, most of whom actually agree and play that hero/champ/class because they think it's OP and if it wasn't OP they wouldn't play it. Which means that hard and fast balance whine rules are less necessary so balance whine bans are reserved for more egregious cases.

There's also some stuff like burden of proof that is variable between the games. In SC2 or BW, I can factually prove that a build order can finish X unit or building at Y time which is fast enough to stop Z rush. Etc. Its demonstrable and fact. So people who walk in and say "you can never go hatch first ZvP because you can't ever hold a cannon rush" get corrected, and if they persist then mod action could occur. It's a bit different in a game like dota where a discussion on which Trilane in a 3v3 scenario *should* win is very very ambiguous and based on way too many factors to be easily solvable. So if somebody argues for something, even if they suck at the game and have no clue what they are talking about you can't outright prove them wrong. It's a bad example but the idea kinda gets across. You could liken it to a math discussion forum where you get banned for saying 1+1=3 over and over versus a music discussion forum where, no matter how wrong you may be, we likely won't ban you for preferring nickelback over coldplay. Thats a better analogy.
