I would have to think Yes. Even if, say, Nyovne beats him on the tallied score, that is only after it started getting tracked via the automated ban list. I'm sure Mani had a ton before then as well.
Not sure if one of the wizards can figure out the true number or not.

I highly doubt it ETT. There have been so many more bans post-SC2 that I think its highly likely that nyo or heyoka have the most bans at this point.
