It's mainly because it gets hard countered by overgas and while the air distance is short, it's still not short enough to be able to gain a big advantage over overgas. And because of the rush distance you can't punish 12pool either. Basically, the main strength of the 9pool can't be used all that well, and because of the layout of the map you can do ridiculous things like expand with the second hatch off of overgas, which is what Jaedong did quite a few times when the map came back into circulation for a short period not too long ago.
