With phase boots and windrun active you are already at max movespeed, hence I think +40ms is pretty useless.
Just my 2 cents.

I am not sure as to why people take it. It might be reasonable to take if you get arcane boots or something.
55% go +20 int
45% go 40 ms
Both have same winrate though
