No, but I was forewarned about the upcoming changes. Not sure how much I can talk about.

However, these changes streamline a better in-game hero build maker for users and merges some features the web version has with the in-game version. Additionally, it made proper separation between Scratch (read: local) builds and authored/public builds (cloud-saved).

Cloud Server Web-Builder is still unusable/non-functional.
