Have you looked into problems arising from the Windows 10 anniversary update? I feel like I had some similar game performance issues that I had to fix because of that single update.

Created a more recent win10 installer and I let win10 perform all its updates before I installed any drivers. The problem hasn't resurfaced so far!

Wanna upgrade my CPU next year. Not sure what to get tho. I'll probably wait for Zen benches and then decide. But what do you think will be the best choice for gaming and streaming? I'm currently only playing Sc2 and Overwatch really, but still I want it too last for some time on future games.

Zen will use only ddr4 AFAIK and skylake should use ddr4 as well, even if a few ddr3 boards are available and the memory controller works with low volt ddr3.
skylake xeon (4c8t) will beat stock i5 for multithreaded stuff but probably costs a bit more(?) and it's hard to say anything about zen

Built two computers so far, just looking for feedback on this part list.
Goal: Build a $300($20 delta allowed over the 300) ITX form factor computer for my Mom.
Requirements: Has to be able to handle someone who never deletes files, uses a ton of RAM with 30 Windows(Not tabs, she hates those) open at once, doesn't close old forgotten windows that are behind the windows she was using before, uses an email application that opens a ton of stuff at once as the application launches (opens whatever draft windows she didn't close, as well as loads whatever tons of spam email she received last time she checked her email). She doesn't trust AMD. REQUIRES WIFI, and not via an USB wifi adapter! She does photo editing and youtube watching. She also uses standard Microsoft Office applications daily. She values an SSD extremely highly, however, she doesn't expect to get one at this budget. Finally, she is switching from a Mac(any tips for making that switch easier for her are welcome!)
TLDR Requirements: Needs at least 300GB of storage space for emails and photos. At least 8GB RAM. Standard 'Office' and browsing user otherwise. Requires WIFI!
No graphics card is ever going to be used by her, as she basically hates playing games and will not be doing intensive professional work in the future.

I did note that for only $70 more she can get an OCZ Trion T150 480GB instead of the harddrive. She liked that idea a lot. Unfortunately, I don't think I can bring that build much lower than $370 while still giving her a computer with parts I can trust, so I'd rather focus on this $300 build. What are your thoughts on it?
The case was chosen on the idea that she would love having something smaller that could potentially be moved more easily.
edit: Bonus question: What's the most cost efficient and effective way to clean my PC (in a rather dusty Corsair 200R)?

I don't know performance details for Subnautica except complaints of it running badly but you could just drop in an rx480 / gtx1060 or 1070. Those graphics cards are straight up massive upgrades.
A gtx980 (older gen, just linked because that database has a 6970 lol) has similar performance to a gtx1060 6GB or an rx480 - http://www.anandtech.com/bench/product/1061?vs=1351 so you can see the scale of the performance improvement for the graphics card
You can get performance from new cpu/mobo/RAM but the amount is rather limited and the price is high. A 6700k is similar to a 2600k (4c8t) but around ~30-35% faster if you OC and pair with decent RAM. Right now if you go beyond 4 cores you have to give up some core performance since Intel doesn't offer current generation stuff beyond quad cores and core performance is a lot more important than core count for many workloads so it's a tricky decision to make; a decision that might get easier in the next few months with AMD's Ryzen release

I have a rather.... mobile lifestyle at the moment and can't reconcile that with a desktop, so laptop it is, and this one seems to be in a great place on the cost:quality spectrum unless I'm missing something.

Per the OP: What is your budget? Sub $800 USD, but I couldn't find anything that beat this with the extra hundred bucks.
What is your monitor's native resolution? Whatever the laptop comes with, I don't have an additional monitor. I would prefer 1920x1080
What games do you intend to play on this computer? What settings? Dota, League, SC2, maybe some CS or overwatch. Would like to be able to run those at medium to high settings and future similar titles at medium to low. I'm not picky so much about the graphics as I am about the frame rate.
What do you intend to use the computer for besides gaming? Casual internet surfing, youtube videos, word processing.
Do you intend to overclock? No, for a mutlitude of reasons (I don't feel like I'm an experienced enough user, laptops are already prone to heat issues, I would like this to last at least a couple of years, etc. etc.)

I said in original post, ~rx480 / 1060 6GB :D
rx470 or the 1060 3GB are both fine for a bit less $$ (the 1060 6GB has a bit faster GPU than the 3GB version, putting the 3GB version closer to the rx470 and the 6GB one closer to the rx480)
1070 is usable but it's maybe 1.11x lower perf/$ and the extra chunk of performance would often or even usually go underutilized for 1080p60

I was in the same boat as you recently. My pc was slightly younger (4 years old) and I too was thinking about building a new pc. After some research I learned that simply replacing my GPU was all that was required. Apparently cpu and ram requirements haven't increased much over the last few years.
You shouldn't worry too much about bottlenecking either. I got a gtx 1080 (a current top end card) and it's often running at 100%. It will depend on the game and the graphics settings though. The more you demand from your graphics card (higher resolution, more settings that depend on the gpu), the less you will experience bottlenecking.
A gtx 1080 is complete overkill for you, if you want to run at 1080p (the reason I got one is because I upgraded to a 3440x1440 monitor). From what I've read, the gtx 1060 that was recommended above seems perfect for 1080p (you could even go cheaper if you dont need 60+ fps on the highest settings).
If you want to do some more reading, you should google "best gpu for 1080p" and read some of the buying guides that you will be served.
For reference: my old (and current) cpu is an i5 3570k (overclocked to 4.2 ghz) and 8 gb of ram.

I had a friend recommend me the specs I put here, but I figured getting another opinion is good. I have a computer now but I want to replace it so my wife can have this one. If I could get something comparable without having to build it I think that would be okay... I haven't put a computer together before but I'm not really scared to if it will save me some money!
What is your budget? Up to 1200 for the tower and OS, I’ll get the monitors and peripherals separately

Just some quick points, and seeing you are still below your $1200 budget:
- You cannot overclock on H110 motherboard, so you can spend the remaining on getting Z170 board, although I think just keep the H110 board, change your CPU to i5-6600 and drop the Hyper 212 EVO cooler to save money is better.
- if you decide to save money via the above option, can upgrade your GPU to GTX1060 or those RX 470/ RX 480, it will help with new games a lot more than overclocking the CPU. or you just spend the rest of the budget on upgrading the better GPU. Honestly a GTX1050/GTX1050Ti will be fine for the games you listed, but since you want the option for new games, may as well upgrade
- PSU: you dont need 750W, just get a 450W or 500W and you will be on the very safe side.
- SSD: I thought the Kingston V300 got some issue? please double check or you can get some alternatives like PNY or OCZ Trion
- HDD: Don't buy WD Black unless you really need the 5 years warranty. Just get WD Blue 7200rpm for cheaper

Hey guys, i am thinking about upgrading my RAM and i have some question. Currently i have 2x2GB DDR3 1333G Does it matter if new memmory works at the same frequency as the old? Does it makes a difference using 1x4GB vs 2x2GB of additional memmory?
I have 4 ports for RAM on my mainboard, but can i use them efficiently if i fil all the slots? Can i have two dual channels running? I mean if i run 1+3 and 2+4?

All of the RAM will run at the speed of the slowest sticks and you should add 2x2GB to get dual channel across all of it
